When the number of people looking for a property greatly outnumbers the available properties currently on the market.  Since the real estate market can't keep up with the current demand of buyers, it creates a market where sellers essentially hold all of the cards. Expect properties to sell quickly for higher-than-average asking prices and buyers may need to compete against multiple offers submitted on a single property.
